Following the outbreak of the Second Liberian Civil War in April 1999, the Central Bank of Liberia (CBL) was established on 18 October 1999, by an Act of the National Legislature of the Republic of Liberia. It became functional in 2000 and succeeded the largely defunct and illiquid National Bank of Liberia. Its headquarters is in the capital, Monrovia.
