Pursuant to the ordinance of 7 December 1715, currency notes were replaced by billets de l’estat (state notes), so called because the king made them his personal debt, promising to pay them from the revenues of the state. These were issued by the Trésor Royal (Royal Treasury), the institution responsible for collecting state revenue and

various taxes, although no explicit mention of the treasury appears on the state notes.
