Всесоюзное объединение “Внешпосылторг” (Vneshposyltorg, VPT; literally All-Union Association “Foreign Mail Order Trade”) was established by the Ministry of Foreign Trade by an order of 19 May 1961. Vneshposyltorg also ran shops, where goods and services were provided in exchange for foreign exchange notes. These shops bought Western goods abroad and sold them at retail in the USSR. As there were no identity checks made on purchasers using VPT notes, a black market quickly emerged and, despite being a crime punishable by long prison sentences, VPT notes could often be exchanged for regular rubles on the street in the vicinity of the shops.
