At the end of 1932, the Fourth Regiment of the Red Army reached the junction of Sichuan and Shaanxi Provinces and established a base covering approximately 42,000 square kilometers with a population of more than 6 million. After the Sichuan-Shaanxi Soviet Government was set up in February 1933, one of the primary goals of economic construction was the issuing of currency. To this end, the Bank of Soviet (Sichuan-Shaanxi Provincial Soviet Government Workers and Farmers Bank, SOV) was established in early 1933.
