On 1 February 1958, President Gamal Abdel Nasser of Egypt and President Shukri al-Kuwatli of Syria signed a treaty creating the United Arab Republic with Cairo as its captial and Nasser as president. Iraq and Yemen both expressed interest in joining in an even larger Pan-Arab state, but the UAR never grew beyond the Egyptian and Syrian provinces represented by two stars on the UAR flag.
