In 1810, a group of Mexicans began an armed fight to end Spanish rule in New Spain. The Mexican War of Independence ended when royalist criollo military commander Agustín de Iturbide and representatives of the Spanish Crown signed the Treaty of Córdoba on 24 August 1821 recognizing the independence of the Imperio Mexicano (Mexican Empire, IMP). After the secession of Mexico was secured, Iturbide was proclaimed president of the regency in 1821. Less than a year later, congress declared Iturbide emperor.

During the reign of Emperor Agustín Cosme Damián de Iturbide y Arámburu (19 May 1822 - 19 March 1823), a project to create an institution that would be known as the Gran Banco del Imperio Mexicano (Great Bank of the Mexican Empire) with the power to issue banknotes was put forward.
